- Non-Liable parties must provide access to liable parties to conduct response activities, comply with land use restrictions and not impede the effectiveness or integrity of an institutional control
- Accountability of the MDNRE for plans received and approved or disapproved by the department
- Creation of a self-implemented approach to clean-ups
- Specific time frames for approval of work plans and closure reports
