Understandable but Not Acceptable

Over the years I have visited thousands of facilities. These vary from heavily industrialized facilities to clean hospitals and everywhere in between. Even though many of the required environmental regulations have been in place for many years, a lot of facilities still are not complying with the requirements. After talking with the personnel at the facility I gain an understanding of why they are not adhering to the regulations. In the vast majority of cases, it is nothing more than they didn't even know the regulation applied to them. The reason is that the person charged with the environmental responsibilities has numerous duties. Unfortunately, the environmental "hat" may be a secondary responsibility. What is the answer? An audit of the facility is an excellent starting point.

Is there a study reflecting the percentage of business that do not comply? If so, are the facts surrounding the reasons for non-compliance such as economic, ignorance, arrogance, graft, human error factor, etc. cited? If so, where/how can I get this data?

I am not familiar with a specific studay on the percentage of businesses that do not comply. My blog comments are from what I actually see in the field. Although all of the reasons cited do existence, it is my perception that lack of understanding (or ignorance) of the regulations is by far the number one reason.
