Environmental and Safety Compliance

Over the years I have audited hospitals, foundries, chemical plants, tank fabricators and many other facilities.  Even though many of the required environmental regulations have been in place for many years, a lot of facilities still are not complying with the requirements. After talking with the personnel at the facility I gain an understanding of why they are not adhering to the regulations. In the vast majority of cases, it is nothing more than they didn't even know the regulation applied to them. The reason is that the person charged with the environmental responsibilities has numerous duties. Unfortunately, the environmental "hat" may be a secondary responsibility. What is the answer?
