The scope of work for a Business Risk Phase 1 Environmental Site Assessment (ESA) is to provide the user with a business risk management tool that identifies potential areas of environmental concern related to the study site. This option provides a moderate level of environmental due diligence; however, it does not provide protection from CERCLA liability. It is a business environmental risk management tool for identifying any current or past potential environmental concerns at sites for which CERCLA liability immunity is not a concern.
The assessment is performed in general accordance with the guidelines established in the ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (designation E-1527-00) and includes:
- A site reconnaissance/site inspection to identify potential on-site concerns and visually evaluate adjacent properties.

- A review of the environmental history of the property through a computerized database search of the files maintained by the U.S. EPA, the Indiana Department of Environmental Management (IDEM), and other appropriate agencies deemed necessary to further evaluate potential concerns.
- A review of historic aerial photographs, Sanborn Fire Insurance Maps, historical city directories, historical topographic maps or other historic records will be reviewed to help document past site usage.
- Any user defined criteria as it pertains to the Phase One Environmental Site Assessment.
