Anyone that has traveled with a child has heard this question at least once; “Are we there yet?” Well, in regard to the Spill Prevention, Control and Countermeasure (SPCC) rules, that has been me. Since 2002 it seems as though the SPCC regulations have been modified, extended, changed and unchanged so many times that I grew weary of tracking the rule. However, I think we may have finally arrived - at least for a short stay.
