Missouri Spill Response and Reporting

In 1982, Missouri passed the “Spill Bill” regulated under RSMo260.500-550. The intent was to establish a state plan for hazardous substance emergencies. As part of this bill a 24-hour reporting hotline was established. In addition, the “Spill Bill” gave the Missouri Department of Natural Resources (DNR) the authority to respond and conduct cleanup oversight as well as the ability to provide the responding authorities the ability to recover costs (i.e. fines).
